This paper analyses the effectiveness of government-funded transfer training and the vocational education on the rural migrant workers under the framework of human capital investment, using the survey data about rural migrant workers employed in2012by manufacturing, construction and service firms in Tai’an City, Shandong Province.With comparative analysis, this paper reveals that the government-funded transfer training not only can not change the skill condition of rural migrant workers, but also can not increase their wage level, and in contrast, the vocational education is an efficient human capital investment modes actually.Then continue the study on the operational mechanism which influencing the vocational education’s effect and reveals that under the guarantee of the training time’s sufficiency and flexibility,the training content’s demand, comprehensiveness and practicability, and training method’s diversification, matched teaching material’s use and the teaching level’s improvement have a significant impact on all the aspects of training effect Meanwhile the training environment and facility,certification and supervision’s positive influence also can not be ignored.It can be concluded that in order to promote the transfer of rural migrant workers,the government should pay attention to the system construction and the ability construction, weaken the short-term transfer training and strengthen the vocational education to the youth labor force who just finished the compulsory education in the future. The direction of implementing a free secondary vocational education government policy is right and operation mechanism is a complex and various system,to seize the key issues that improving the content and reforming the method is important,but thinking comprehensive for a balanced is also essential.To realize that strengthen each factor in the system mechanism can be enhance the human capital’s effect,it will achieve the desired results.
