Urban economic development is currently a hot topic in China. It is also a major component in China's bid to participate in the world economic competition. In spite of its rapid growth, China's urban economy lends little radiance to its surrounding rural areas, resulting in an outstanding binary contrast between urban and rural economies. Having defined the notion of urban economic circle, the thesis discusses the behavior of government from the economic point of view; probes into the government-behavior-lead problems in China's urban economic development; and put forward proposals concerning the optimization of governmental behavior in a sustainable urban economic development. The thesis draws the conclusion that an optimized governmental behavior in urban economic development is conducive to the integration of urban and rural areas.The thesis is divided into seven parts.Part One is the introduction which states the background, the target and the importance of the study into urban economic development, as well as the related overseas research development, and the method adopted in this research.Part Two is dominated by the definition of concepts and theoriesincluding the notions of urban circle and governmental behavior, complemented by an economics-based analysis of the governmental behavior.Part Three is devoted to the analysis of the government-behavior-led problems in China's urban economic development, including repeated construction, isostructure, cut-throat competition in investment policies, environmental pollution and the lag of rural economic development.Part Four probes into the deviation of governmental behavior in China's urban economic development, and attributes it to the special role played by the government, the lateral obstruction between governments and the competitive relationship between governments.Part Five raised the approach to optimize the governmental behavior in urban economic development.Part Six elaborates on the optimization of the governmental behavior to promote the integration of urban and rural areas.The final part is the conclusion.
