China's urban-rural dual structure is essentially two different forms of economic differences,which the disparity of the productivity level.The urban-rural dual structure restricts the sustainable development of China's economy,and influences the fundamentals of China's economic development.Viewed from the geographical:70%of the land is mountainous areas;Mountain population accounts for about 30%of total population;80%of the national poverty-stricken counties are located in mountainous areas,So,the key and difficulty of urban-rural integration is mountainous urban-rural integration;From the perspective of history,urban-rural relations have been constantly adjusted after the founding of new China,which has experienced imbalances,equilibrium,and then imbalance and overall stage.Mountain urban-rural dual structure problem is more severe.With the development of economy of urban and industry,breaking the urban-rural dual economic structure has become the whole society consensus.It is very important to combine the theory and the specific objectives,which enriches the theory of the urban-rural integration and provides theoretical support.China's mountainous areas are mostly distributed in the middle and western underdeveloped areas,which is related to the economic development of ethnic minorities,the stability of the frontier and the revitalization of the old industrial areas.From the current stage of development,the integration of mountain urban-rural development has played a huge role in promoting the well-off society in an all-round way;From the future development trend,people's demand for excellent ecological environment will be greatly improved,as long as the mountainous areas to protect the ecological environment.Then mountain areas will become China and the world's the high value of the ecological environment.Guizhou is the only province without plains.This paper takes Guizhou as an example to study the integration of urban-rural development in mountainous areas.In recent years the country strongly help Guizhou,and Guizhou industrial structure has been optimized and achieves some good achievement.However,due to history,location and development stage and other reasons,Guizhou is facing the grim reality of uncoordinated urban-rural development:The gap between urban and rural areas is higher than the national level;The relationship of industrial and agricultural is weak,so is urban-rural;Low level of urbanization;Mountain agriculture is underdeveloped;Basic public service supply is inadequate.In the face of these problems,this paper takes Guizhou as a case to explore the path and pattern of urban and rural integration in mountainous areas.This paper consists of eleven chapters,which are divided into the following parts:The first part is the introductory part.This part discusses the research object of the paper,and combs and summarizes the relevant theories,defines the important concepts;and elaborates the research ideas,emphasis and difficult,innovation and shortcomings,then puts forward the research framework of this paper.In the second part,on the basis of combing the theory of dual economic structure,this part applies the theory of dual economic structure to the integration of urban-rural development in mountainous areas,and measures the level of urban-rural integration,and puts forward the connotation and requirement of integration of urban-rural development in mountainous areas;This part sums up the experience and enlightenment of urban-rural integration both at home and abroad.(Chapter 1,2and3)The third part studies the coordinated development of industrial-agriculture and urban-rural relations(Chapter 4 and 5).The relationship between mountain agriculture and industry is that industry should help agriculture.And the relevance of industry and agriculture needs to strengthen;The relationship between urban and rural areas is reflected in the support of rural areas-to change the relationship between "core and edge","control and counteraction",so that urban and rural areas become equal,symbiotic and mutually beneficial system.The fourth part studies the integration of mountainous urban-rural development(Chapter6,7,8and9).Equal flowing of elements,precision poverty alleviation,mountain agriculture modernization and mountainous urbanization constitute the dynamic system of mountainous urban-rural development;Mountain agriculture to grasp the characteristics of mountain,semi-mechanized,the elderly agriculture and agriculture should be appropriate to the scale of development;Precise poverty alleviation is particularly important for mountainous rural areas,to accurately identify poor households and to play the role of industry poverty alleviation;Mountain new urbanization should focus on the development of county economy,highlighting the construction of small towns and characteristic towns and local urbanization.The fifth part studies the external support and security of mountainous urban-rural integration(Chapters 10 and 11).The mountainous areas should focus on providing infrastructure,health care,rural education and social security;Crack the dual system,such as reforming the household registration system,pension system,social security system and so on;The formulation of urban-rural integration policy should grasp the development direction of the times and the reality of mountainous areas,and serve the integration of urban-rural development in mountainous areas.Finally,the conclusion of the paper is that the mountain areas should to play a comparative advantage,and urban and rural can be achieved as "idyllic and concerto"-like development.
