Government Regulation Of China's Power Industry Reform

The regulation reform of the natural monopoly industry has been worldwide carried on in current days and the power industry has made some interim progress in China. The Chinese regulation reform of the power industry is infulenced by the traditional planned economy as well as the international regulation reform. The article aims to make some thinking on the regulation reform of the Chinese power industry's achievements,problems and reforming tendency in a combinated perspective of theory and practice,First, the article illustrated the emergence of the reguation theory, the major regulation theory of the natural monopoly industry especially of the power industry and the twenty years'history of the Chinese power industry regulation reform. Then it chooses the SCP theory framework and the multiple-indicator comparison to make some judgement of the status quo of the current governments' regulation reform and make some further analysis on the problems appeared during the reforming process. On the basis of that, the article raised some further thinkings on promoting the regulation reform of the power industry.
