| Under the influence of the global tide of enterprise informationization, many Chinese enterprises take more attention to this domain. But with the increase of the annual IT investment in the enterprises and more and more risks are faced, such as so-called "Black Hole" in investing operation, "Black Box" in process controlling and "a kind of Mire" in project management, the enterprises are forced to emphasize the return on investment and risk management. And IT effectiveness evaluation has to be changed from "focus on investment" to "focus on performance".In this paper first how to recognize the IT value is introduced, where the concept and necessity are clarified fully. It serves as the proof that the IT performance evaluation has the great significance for the standardization of the IT construction by the nation and for IT popularization by the enterprises.Then, in terms of the present situation in China, the main theories about the IT performance evaluation are summarized and compared. At last, that the Balanced Score Card approach is the most complete and effective method in measuring IT value is concluded. After the traditional BSC is improved according to the character of the IT effectiveness evaluation system, the KPI structure is established in four dimensions: IT value contribution, IT user's satisfaction, IT internal process, IT study and innovation. Some foreign-funded enterprise is taken as a practical example. For this purpose a relevant specific logic model has been built and the corresponding KPI framework constructed in accordance with the characteristics of the company.The IT performance evaluation approach presented in this paper changes the situation in the past that the KPIs only are focused on the finance dimension. It is able to reflect the real status of an enterprise's information technology progress scientifically and objectively. The new method has important practical or immediate significance to enterprise IT performance evaluation in our country. |
