Today, software outsourcing is a good industry with broad market and bright future. As we know, in China the software outsourcing is in progress.There is no doubt that software outsourcing is an excellent opportunity for Chinese software industry because during this progress via software outsourcing , Chinese software industry and corporations can learn from developed countries and enhance their core competitiveness.However, unlike in such countries strong in software outsourcing as India, the software outsourcing industry in China is still in a primary level, staying on a low level in respect of the Value-Chain. Most projects of China's software outsourcing are from Japan and few from Europe and US due to such aspects as culture, politics, law, technology, management, workflow and so on.This paper that discusses the global outsourcing market will mainly probe deeper into the experience from other countries such as Indian and Ireland and conclude the KSFs to the development of the software outsourcing industry in China after making an analysis and research with respect to some individual domestic outsourcing enterprises as well as communication with some experts and conducting survey questionnaires.Lastly, this paper will try to render some suggestions for the development of the said industry in China.
