In the report of the 15th Party Congress, President Jiang noted that to advance our cause into the 21st century in an all-round way requires us to seize opportunities without fail, and blaze new trails instead of following the beaten track. Since having the new century, as the reform of the research system continuing to deepen in our country, all the scientific research institution must speed up the integration of the research and economic and promote the integration of the technological innovation and market. Only thus can we survive the market, win the support of the government and survival and development.As the lead of communication technology development, the WSQ Institute not only faces the first worldwide challenge but also gets the opportunities brought by the worldwide technological revolution. Whether they are able to seize opportunities, speed up construction and development, enhance their core competitiveness and build a long-term stable operation mechanism is the important issue associated with the long-term development of the institute. The practice and experience of 50 years tells us that only do we continue management innovation, technological innovation and mechanisms innovation, can we remain invincible to face the current rapidly change of technology and complex competition of market.Based on the analysis of the external and internal environment of the WSQ institute such as mission objectives, scope of business, technological development, market competition, scientific processes, organizational structure and assessment, incentive mechanisms and so on, we gradually realized that the introduction of market mechanisms, realization the optimize allocation of the research resource through the price mechanism, the mechanism of competition and supply and demand mechanism of market mechanism, after all, is a wise choice leading to management and innovation.Thereafter, the paper focuses on the analysis of the urgency and feasibility of creating internal market mechanism in the WSQ Institute based on the theory of internal market management and innovation. As the adjustment of professional structure, the contradictions of many issues such as technology collaboration, use of the result and so on become more and more prominent in the institute. Starting from the principle"effectiveness, efficiency and quality",the paper says that there are dislocation and loss of the management on the many aspects such as improving the efficiency of the allocation of resources, promoting transformation of scientific and technological achievements and solidification of intellectual property, encouraging technological innovation, improving the performance checking of the high-tech workers and so on. The institute needs the introduction of market mechanisms to coordinate and solve these problems. Meanwhile, the institute is ready to introduce the internal market mechanism based on the"Four Modernization"standard. Therefore, we believe that the conditions entered into the internal market mechanism are met, which are imperative.The paper focuses on the question how to carry on the internal market management innovation. First, according to the strategic plan about"founding the national first-class research institute"in the institute, the paper sets the goal and principle of the establishment internal market. Secondly, according to the characteristics of the organizational structure and the research process, the paper gives a serious analysis of the coordination scope of internal market mechanism, how to tie in with the organizational authority and working together in research management. Third, under the principles of organizational restructuring, the paper expounds on how to establish the main of the internal market. Fourth, the paper proposes the overall program and implementation of the establishment of the price system and the clearing system. Fifth, the paper proposes the plan of evaluation and evaluation through the implementation of the internal market mechanism, and gives the explanation through several cases.As a special category of enterprises which shouldering national mission, the institute can not simply pursues the economic goals. Thus, the institute has its uniqueness from the aspects of management of scientific research process, business of technology innovation.
