The commercial bank is the special enterprise of managing the currency our country has already joined WTO and passed her short cushion time. In competition with the international first-class large-scale commercial bank frontage our country commercial banks are about to face the unprecedented stern challenge. Facing the new situation, the commercial bank positively promotes the competitive ability through the organizational reform, formulating and adjusting respective developmental strategy and so on. But our country economic development disproportional characteristic performance is extremely prominent, as regional areas of China, in the economy, the culture, the geographical environment and so on various all has its special region characteristic, the state-owned commercial bank has the necessity to make different competition strategy according to different region formulation.From national economics perspective, this paper adds some new insight on the development of state-owned commercial bank in the region area of China. The development of state-owned commercial bank for region area of China needs the central government to offer preferable policy environment. Meanwhile, there are a lot of concrete measures that it can adapt to state-own commercial bank, for example the state-owned commercial bank of region area should accelerate adjusting by itself, develop the intermediate business that have regional characteristic vigorously;strengthen human resources management;establish perfect marketing system, support the unique industry of minority area etc. At the same time, during the process of reforming, it should also emphasize on internal control, perfect outside supervise, coordinate with the reform of financial institute and try to establish a harmonious financial ecological environment.The end of this paper takes agriculture bank of a'ba state as an example to research basic methods and tactics which can lead the grassroots Commercial Banks out of difficult situations, and make it a reference for the management staff of those Commercial Banks so as to resolve the current problems which affect and restrict the survival and development of banks of this kind, and also lower the reform cost of national Commercial Banks so that they can face the challenges of foreign banks more effectively after China' s entry into WTO.Main contributions of the thesis:Firstly, the topic is one of the key topics which can get much attention in national economic field. Through a true case's all-round analyses and studies, it can lead the national economic field, especially those who work in Commerce Banks of regional areas to face the problem directly and objectively. At the same time it can correct the non-objective and passive cognitions and ideas that all the problems which cause the backward development should be owed to the poor management environment and development is to rely on policies. Secondly, the new strategy will deal with the changes from external environment more efficient on the bases of enforcing the having advantages and developing new core competences, and offer power for Commerce Banks' continuous development. Strategic change of Commerce Banks has sufficient intension. Meanwhile, internationalization strategy becomes the subsidiary system included by general strategic change in financial globalization. Promoting the commercial banks' company management and establishing the enterprises' culture is the stable basis for efficient promotion of strategic change.Limited by the writer's knowledge and experience, there are defects in the reform program of the thesis. I plan to practice it in work later by asking for comrades and plan to modify, adjust and perfect it according to the changes of situation.
