Since the year of 2004, the global business based on 3G has been expanding on a large scale with the competition intensified for an edge in network creation worldwide. There are hints revealing the approaching advent of the 3G era in China. With five billion Chinese Yuan's worth of fixed assets and 30% shares of local market, the Unicom of Guizhou province, while playing an important role in the mobile communication, is challenged by the upcoming era to tap the potential to its advantage and secure a sound constant growth of business in a fierce rivalry for market in hopes of more customers and newly-expanded services. All those issues are brought into the writer's consideration with an eye to enterprise developing tactics..First, the thesis gives a glimpse of global market of 3G and makes prediction about its potentials and the latent tendency. With reference to its overall history, some good cases about successful management are cited to share the experience.In the following part , As to the Unicom of Guizhou province, a thorough assessment is made in the third part in view of such factors as industrial elements, role of competitor, managing tactics, inner potentials, etc. The SWOT method is also adopted to present the strong points and weaknesses of Unicom in comparison with its rivals so that the proper desired strategy could be elicited from a lucid analysis of facts.Based on the analysis above, the strategy to keep a sound constant growth and to move ahead in the fierce rivalry for market takes shape to assure the expanse of 3G in the underdeveloped province of Guizhou, where, with a chain of economic developments, people will ultimately enjoy the convenience in communication brought by a great diversity of up-to-date services. The paper satisfies its readers by justifying the strategy with such famous theories as Value Creation from Blue Sea Strategy, Brand Cellular Mode, and Theory of Competition by Mickle Pot.
