Looking from the actual situation that the achievement obtained by the helping the poor movement is inseparable from the fruitful helping the poor appraisal work that which developed by our country. The complete, feasible theory method and practice system of the appraisal work of helping the poor development achievements management of our country has not established. Although there are some scattered research results, the systematically research has not carried on.
