The Target Poverty Alleviation In The Wertern Area Of China:Literature Reviews,the Status Quo And Evaluation Of Effectiveness

It has been four years since the targeted poverty alleviation thought was proposed by present Xi Jinping in 2013.During those year,the number of poor population in China have been decreased from almost 82,490,000 in 2013 to 30,490,000 in 2017.Implementing targeted poverty alleviation measures brought significant results.As a concentrated area of the less developed provinces,the western region of China still has 16,340,000 population in deep poverty.It is the key area for poverty alleviation in the future.The phenomenon of rural poverty in China is not only reflected in the low income of farmers,but also in the poor ecological environment and poor living conditions.Some scholars have discussed the Multidimensional Poverty,which is common in the rural areas of China.This paper expounds the theoretical basis of the thought of targeted poverty alleviation and analyses the multidimensional poverty phenomenon in the western poor areas.The paper also introduces the development of the targeted poverty alleviation work in the western 12 provinces,autonomous regions and municipalities directly under the central government in recent years.Meanwhile,This paper probes into the difficulties faced by the accurate poverty alleviation work in the western region.As other scholars have carried out the work mechanism of targeted poverty alleviation thoughts,this paper tries to evaluate the effectiveness of the precision poverty alleviation and development during the period of 2014-2016 in the western region.Since no scholars have yet put forward a systematic and comprehensive method to evaluate the effectiveness of poverty alleviation,this paper attempts to use the grey relational system method to quantify the effectiveness of poverty alleviation and get the scores of the poverty alleviation achievement by selecting appropriate Multidimensional Poverty index,So as to compare the difference of achievement in targeted poverty alleviation in the poor areas of Western China.This paper makes an empirical research on the combination of dynamic multi-dimensional poverty and grey relational system analysis.The main results are as follows:first,environmental governance,asset status and residential convenience have a significant positive impact on targeted poverty alleviation performance in western poverty areas in China;second,living under hard conditions and information has a significant negative one;Third,consumption has a positive impact on targeted poverty alleviation performance while neglecting living under hard conditions and information.At the same time,the possible causes of the results are analyzed.Based on the evaluation results and research conclusions,this paper puts forward some suggestions for development of targeted poverty alleviation work in the future.
