In the ages of knowledge economy, human capital, focusing on knowledge and technical abilities, has taken the place of material capital, and is serving as an engine for the economic growth. Human capital constitutes a core competency in financial business enterprises where the human capital management systems play a decisive role with critical significant.Confronted with the reforms in the financial industry, state owned financial business enterprises, especially those under the shareholding reforms, urgently need a management system transform to set up a well-established concept of human capital management and a scientific and effective human capital management system.Therefore, I chose a branch office M of the Industrial and Commercial Bank of China(ICBC), a typical sample among the state owned bank branches under the shareholding reforms, as my research object for deep analysis on its human capital management strategy.After the part of introduction, my article goes firstly to a theory foundation by supportive theories on human capital in financial businesses and an international overview of previous cases concerning the successful human capital management.A deep analysis is followed to the whole management status of the target branch for the purpose of an exposure of the out-of-date concepts of human capital management, unreasonable human resources leveraging, inadequate human capital investments, poor inspiring mechanisms and the absence of performance reviews.Then the article shows a perspective of the target branch' s human capital management improvement on both the level of theory and practice, meanwhile puts forward a set of specific practical and strategic solutions which involve a transform of management concepts, human capital leveraging, human capital investment, inspiring mechanism and disciplines.The article, which forwards several practical management strategies in light of the current state owned financial organization' s shareholding reforms by the introduction of scientific human capital management theories, might be of realistic and practical values to some degrees in spite of further improvements.
