Post-communication is an independent industry whose main function is to transfer entitative mails and information, so it's also called post-communication industry, which is offering posting services. Newspaper-and-periodical-issuing business (or called the press-issuing) is one of the main services of posting enterprises, which has a history of more than 50 years in China. It was decided by the government, when China was just founded, that the post is in charge of the press-issuing. Just because of this, a transferring channel allover China had been established and grown up continually. But, it was almost a monopolized business in the years of planned economy. So few cost issues on organizations and processes were calculated carefully, the management was in a clumsy style, even nothing on stratagem of development. After the reform movement of China, the telecom industry (it used to be set inside post department) grew up rapidly. While post and telecom were mixed in the same department, the main attention of the leaders on each level was interested in the side of telecom business, and the flourish of telecom glossed over the decreasing of posting business. Posting enterprises woke up suddenly when posting and telecom were separated into two departments in 1998.
