Railway "separation" Reform And Incentive And Restraint Mechanisms

These bring the higher expenses of the railroad's surrogate and bargaining, which cry for the innovation of the separation of transport network and transportation.In fact, innovation is a process to inaugurate system per se. Similarly, the innovation of the separation of transport network and transportation is an innovative process to inaugurate the railroad companies inside and outside incentive mechanism conforming to the market economy. It will settle the problem about the incentive mechanism of the railroad by choosing the mode of great-leap-forward development and the separation of transport network and transportation. Through the innovation of separation between Net and Transportation, the separation between government and corporation, between national assets and personal assets, between national affairs and personal economic affairs will be put into practice, the railroad will make its own management decisions and take full responsibility for its own profits and losses, the railroad operator will bear the press from the outside market and other railroad operators, which all will transfer the situation of insufficiency of the incentive mechanism.This dissertation discussed how to build and consummate the incentive mechanism under the mode of the separation of transport network and transportation.
