Mr. Li Yizhong, the minister of the Chinese National Bureau of Safety Production had addressedthe other day that the safety condition in China is still serious .According to the statistic; theaverage fatality among every million ton of coal is 3 while that of US is 0.03, and 0.3 in Polandand South Africa.In the Chinese traditional safety management system, it takes the incident as the focus and usuallythe safety induction and safety inspection are adopted as the basic tools to prevent the incidentfrom happening in the operation .This way puts the limited efforts from the safety professionals asthe last defense of the management of safety production and usually puts more emphasis on theactions after the incident than prior to the incident.Through a scientific management tool to solve the long haunting poor mine safety performance ,Ithink the adoption of Behavior Safety Program (BSP)might a experiment .More importantly ,withthis program , a pre-warning can be provided for the safety management to prevent the incidentfrom happening.The behaviors safety program takes the employees' behaviors as the core and makes analysis ofthe behaviors based on the psychical and physical elements to identify the real causes of theincident, in an attempt to prevent the incident to some extent.Even it sees the great achievement after applications of the effective management tool in manyinternational companies ,some limitations and misunderstanding of the system still exist .So aspecific system must be tailored based on the actual conditions of a company with some facilitiesto form a complete system in the aim to perfect the system and maximize its effectI expect this assay can help to migrate the critical safety situation through setting up andimplementation of this safety pre-warning system.
