The Study Of Safety Culture In Modern Enterprise And Its Application In Coal Mine In China

With the highly increase of economy in China after the opening policy, as a mark of the social advancement the occupational health and safety tasks drop behind the economy. It is a problem that more and more fatal accidents and occupational diseases occur in industrial factories especially in coal mines accompanying with the development of economy and society in China.The critical situation requires more careful attention for occupational health and safety. Consequently it is of great necessity to improve the present situation of China's occupational health and safety condition, and occupational health and safety is more and more becoming the focus of the public.This paper analyzes that it is impossible to prevent all industrial accidents and occupational diseases by using engineering method in modern industrial complex systems, but the basic factor affecting the reliability of engineering and human is management. It is known that industrial accident is the mutual result of man, machine and the environment of the factory according to the Accident-causation Theory. In the angle of the author's view,"Accident Prevention"is the base of the long time mechanism and springboard while safety culture is one of the most effective methods according to the references. The author analyzes the function of safety culture in the industrial process is accident prevention and gives the explanation of the concept, meaning and system of safety culture in modern industrial organization.The ultimate purpose of the basic theory of safety culture is to prevent and control occupational accidents and diseases, which as a start, the function, construction and operation are analyzed and described in this paper. The short cut to establish a unique and effective operation system according to the speciality and the requirement of safety management is to establish and practise occupational health and safety system. The author also researches the application of construction and operation of occupational health and safety system (OHSMS) in coal mines in China. In the last section the author gives two simple safety culture assessment methods on the base of the references, one is the mark assessment method while another is coal mine accident analysis method.It is concluded that safety culture is a long time mechanism of accident prevention in modern industry and with which many corporations in west and China have gained excellent safety performance. Hence it significant to research and practise safety culture in corporations especially in coal mines in China.
