With the rapid development of the socialism market economy in our country, value assessment of mortgages becomes an important problem that Governments, financing institutions, assessment organizations and these who use assessment reports have always continually focused it. Because there are many differences in some aspects, such as assessment hypothesis, value types, standard times and so on, value assessment exists some problems, value assessment of mortgages return only 40% percent.To commercial banks, value assessment of mortgages is market value under clearing up conditions. So, assessment should use market or clearing up method as far as possible, and the avail of mortgages in future certainly period should be considered, valuation should consider some factors, such as some diversifications of standard time and market.Combining my work, I invented inner assessment methods which could alleviate some overestimated risks and lower discharged risks, and provided a kind of ways to expand a new business that could solve the antinomies of development and management, And Basing on various problems about value assessment of mortgages, this paper analyzes inducements of producing these problems from commercial banks, points out concrete ways to how to reduce assessment risk, investigates ways to solve these problems and invents inner assessment methods.
