Steady state stability of agriculture,agriculture is the first industry in China in recent years,countries continue to strengthen efforts to support agriculture,agricultural modernization process more and more quickly,the economic structure of agriculture agriculture gradually changing,showing a good momentum of development.At the same time,in the process of agricultural development in some factors restricting agricultural development gradually revealed,the rural financial market is not perfect,the financing problem is particularly prominent,in recent years,countries to solve the problem of shortage of funds issued a series of policies and measures to improve the farmers' financing channels.The reform of rural land property rights provides a new direction for solving the problem of farmers' financing,and it is a practical and feasible way to borrow the right to operate rural land as a mortgage right and to make loans to banks and other financial institutions.As China's Tai'an city to carry out rural land management right mortgage loan earlier,in the process of implementation experience is not much and there is no precedent,the rural land management right mortgage loan in Tai'an City,what are the problems in the implementation,how to resolve the problem,the next step how the problem has become the focus of this paper.The rural land management right mortgage loan in Tai'an city as the research object,taking the city of Tai'an six rural commercial bank Xindaiyun 272 valid questionnaires as the research sample,by constructing a Probit model,the related problems by using descriptive statistical analysis and regression analysis method to carry out the land management right mortgage loans to financial institutions in Tai'an city were study.Through research,the following results are obtained:(1)Although Tai'an has made some achievements in the development of rural land management right mortgage loans,but there are also market of rural land contractual management right is not perfect,the rural social security system is not perfect,farmers' willingness to lend is low,the lack of perfect rural land contractual right value assessment system camp and related policy issues.(2)Quantitative research on land management right mortgage supply to financial institutions that affect Xindaiyun credit experience and education level will carry out mortgage rural land management rights to financial institutions and the willingness to supply,regional economic environment variables and financial institutions to provide land management right mortgage loan supply there was significant positive correlation between household characteristics,variables and system variables have significant positive effects on financial institutions to provide land management right mortgage loan supply.(3)The combination of Tai'an city exists in the development of rural land management right mortgage loan and the problems in the commercial banking institutions to carry out land management right mortgage loan supply will carry on quantitative research,put forward to perfect the rural land property rights confirmation work,improve the rural land management rights trading platform,the establishment of the system of credit management,improve the rural area the social security system,establish and improve the relevant policies and regulations,relevant countermeasures and suggestions to improve the commercial bank's risk sharing and security mechanism.
