| H is a famous resource-based industrial city due to its coal resources.Because of the non-renewable character of coal,H needs to change its abnormal industrial structure which relies too much on the coal industry to achieve a long-term regular development.In 2001,the government made a decision on urban transformation to establish a multifunctional city which focusing on industry,trading and tourist.However,the tourism sector didn’t develop as expected until 2008.In March 2009,H was officially listed as the second batch of the resource-exhausted city by the State Council.The task of urban transformation was once again put on the agenda by the local government.H has great potential to develop its tourist industry because of its convenient location,diversity and abundant tourism resources.In recent years,H city tourism development has made significant achievements.Meanwhile,governments also exposed some public management issues which need to be solved urgently as the transformation leader,such as the government function positioning error,the development of tourism has not been identified,absent of comprehensive plan in tourism development,insufficient training of staffs and so on.Therefore,this paper uses the basic concepts and theories of public management to study and analyse the problem of government behaviour in the development of local tourism,as well as to provide critical guidance on urban transformation which has a significant theoretical value and significance practical usage.This paper aims to analysis the current tourism development by using literature review,comparison,statistics and modern internal and external tourism environment of H,as well as recommending some strategies according to government behaviour in tourism development.Through the research and analysis,this paper conducted that the government should do the following advice in the development of local tourism:identifying the role of government to change the functions of government in the development of tourism,establishing special tourism projects to implement of tourism development strategies,strengthen the relevant laws and regulations to regulate the development of tourism resources market environment,accelerating the development of tourism supporting projects to create a real tourist environment,improving personnel training and introduction efforts processes to pay more attention to tourism team building,increasing publicity and promotion efforts to improve tourism resources market share. |
