Property Rights Reform And Corporate Governance Of State-owned Commercial Banks In China

Recnetly, a breaking achievement occurred in the reform of transferring the state-owned business banks into the joint stock limited companies, which is refered to the reform of corporate goverance. However, the reform of corporate goverance is a part of the Property Right Reform, which is a systematic engineering and process about system variance. The reform of corporate goverance is only about property rights rearrangement on the upper level in a original state-owned company, and one of elements dedicated to the success of the Property Right Reform, but not sufficient. The efficiency of the corporate goverance doesn't means the economic development and the improvement of the company benefits. The efficiency of property rights reform on the lower level is the prerequisite to the whole reform and radical elements of the economic development. Certainly, A good market system is a must as a external environment for the whole reform and corporate government.Furthermore, we should pay attention to the problem about state-owned property management, which include relationship with the government, the protection of staffs rights on management and surveilance involving. Although, as the key element for the success of the whole reform, it should be resolved first of all, it haven't been settled by now.Tracing back to the history of the state-owned business banks reform, and analysing all the problems about the reform with the property rights theory, I draw a conclusion that the reform is just at the beginning and should be developed furthermore. Otherwise, all the problems can't be resolved completely. The property rights reform is a complicated, interactional, continuously developing and systematic engineering. Besides the corporate goverance as arrangement or rearrangement of the property rights' internal structure, the reform on the lower level property rights is more important and building a perfect market system is necessary.
