Invitation and submission of tendering work are important links in engineering management. The author, who has been working in the first-tier of tender evaluation of highway engineering, and has accumulated some experience in the invitation and submission of tendering work and learned some lessons, thinks that the evaluation method of limited low price is a good try in the reformation of invitation and submission of highway engineering, and it has advantages on four aspects compared with the former method of. the lowest evaluated bid price and comprehensive evaluation:(1)The influence of artificial factors on invitation and submission of tendering work is decreased.The evaluation method of limited low price cancels that scores are given by experts artificially by bringing the inspection of tendering units' executing abilities of contract, which are achievement, credit, personnel, equipment and organization and design of construction, ahead to the pre-qualification stage, which efficiently puts an end to the influence of "scores of relationship " and " scores of taking care " on the evaluation, and eliminates the ground breeding corruption.(2)The function of base bid price is weakened, and rationality and uncertainty of the base bid price are increased.The evaluation method of limited low price reduces the weight of owners' base bid price in tender evaluation by transforming the former owners' base bid price into their quotation; increases uncertainty of base bid price by random selecting the eight methods of confirming owners' base bid price on scene so that tenderers' focus will be shifted from owners' base bid price to the rationality of their own quotation and the opponents' quotation; the mode of random sampling the method of confirming base bid price on scene reduces the risk of irrational owners' base bid price and divulgence of base bid price brought to the bidder.(3)Bad influence of winning bid by low price on the engineering is eliminated.The evaluation method of limited low price calculates tenderers' quotation and owners' quotation compositely, which makes the price of winning bid further tend to rationality. Moreover, the additional letter of guarantee of execution of contract which publishes winning bid by low price, through economic means, restricts the behaviors of grabbing tender by low price, changing high price, which disorder the bidding market; reduces the construction risks; guarantees the successful execution of construction. It is calculated that after the evaluation method of limited low price is implemented in this company, the price of winning the bid of the engineering usually can be restricted around 90%—95% of owners' quotation, which is rational.(4)The mode of opening and confirming tender on scene increases transparence of tender evaluation.The mode of opening and confirming tender of the evaluation method of limited low price reveals the mysterious veil of the former tender evaluation work. Unseal bidding documents on scene; randomly select methods of confirming base bid price and adjusting coefficient on scene; working personnel calculate on scene; tenderers confirm the result on scene; candidates of winning bid are announced on scene. The series of modes mentioned above greatly increase transparence of tender evaluation and the high bidding and evaluation complaint rate of is reduced to near zero complaint. That restricting market behaviors and restraining corruption with institutions is truly implemented.
