Research On Selection And Optimization Of Highway Asset Evaluation Method

The rapid economic development of China has accelerated the highway infrastructure construction, some preferential policy of the state greatly promote the enterprise of our country highway traffic, especially with the development of our country making a spurt of progress of toll road, highway business management is related to the highway property rights changes, the mechanism providing the asset reasonable price confirmation of the fair market value is developing continuously, market conditions become more and more complicated, the scope of highway assets evaluation object is gradually expanding, on the hand of the highway asset valuation, the application of income method and cost method are used mostly. C hoosing different evaluation methods standing in the different time angles obtains different evaluation results; in view of the highway industry is in complex present situation, the way for choosing and the applicating highway assets evaluation method is to pay attention as much as possible and draw lessons from the new ideas, new methods, new way of thinking.This paper firstly analyzes the highway assets and its evaluation theory in C hina, describes the related concepts about highway asset and existing basic method of highway asset evaluation. Secondly, discuss the characteristics about our highway assets according to the highway charging or not, combined with the practical problems at present about the highway development and their influence to highway assets appraisal method choosing and application, and proposes the existing problems in evaluation of highway in china. In view of the existing problems combining with the the develop direction of highway assets in our country, the paper puts forward the train of thought for the choosing of method for evaluation of highway assets, which classify the highway assets in accordance with the volume of traffic, select the suitable evaluation method according to different situation, at the same time take the innovation in practice. Then, study the optimization of method in practice, taking the highway assets which needing to change or expansion as case, and establish evaluation model taking the thinking of hypothetical development method for reference, assess the the potential value of highway engineering which need reconstruction, and makes a brief comparison, analysis and to verify the evaluation conclusion. Finally, this paper take out some suggestions about the problems which should pay attention to the method selecting and applicating.
