How to deal with the relationship between city and county is a core problem that China faces when she processes the modernization. This paper is divided into four parts:In the first part, it points out the influence of the two different economic systems between the city and county in China to the development of China's economy from the economy and the society views.In the second part, it analyses the nowadays financial polices from the balance of the financial distribution, public goods distribution and the fairness of the financial policesIn the third part, with the analyses of the economic theory and the abroad experience, it gets the conclusion that it is the time to take some polices to balance the development of city and county.In the last part ,it advices some concrete financial polices to promote the balance development of the city and the county's economy. It is mainly in the three parts: the public financial system, the distribution of the public goods and the tax polices.
