Small and middle enterprises play an important part in the international economy and social development, with more and more attention from the world, and governments attach much importance to them and adopt various policy measure to help them develop. It is reported that 99.3% of Chinese enterprises are small and middle ones, which offer 55.6% of GDP, 74.7% of industry production value, 58.9% of social sale, 46.2% of revenue and 62.3% of export quantity. In recent years, small and middle enterprises of Leaning province play a more and more important role in the aspects of developing Liaoning economy, increasing the revenue, settling the employment, stimulating the market and promoting social stabilization and have already become great power of the economy of Liaoning. However, compared with other domestic flourishing regions, there is still distance. Today, e-commerce becomes a strategic choice to promote small and middle enterprises quickly, and small and middle ones in Liaoning should choose correct development style according with development characteristics of themselves to develop fast and healthily.Firstly, it introduces basic concept of small and middle enterprises and e-commerce, important functions of these enterprises, benefits that e-commerce brings and analysis on e-commerce of these enterprises abstractly and feasibly. And then, on the base of analysis on strategy environment, it is discussed that problems exist in the development of small and middle enterprises e-commerce, and it is essential to develop that in Liaoning. Finally, it points that small and middle enterprises should adopt strategy ideas, stress and measure to resolve problems, namely weakness of Internet infrastructure, distemperedness of equipment, lack of talents, unstabilization of law environment, and safe problems and so on.
