China's financial reforming has been carried out for more than 10 years, the banking sector and theoretical circles have been seeking the best ways to reform which are suit for China's national conditions. After entering the WTO we will face the challenges from foreign banks strongly, according with international practices and norms of business processes and organizational structure. Bank management model for rebuilding, is a new topic what commercial banks must be resolved as the theory and practice of China's bank.Banks which are in business process reengineering management of commercial banks and practice refers to the using of modern information technology, at the core of banking business process reform, breaking the traditional "functional separation" concept, through literacy, decomposition, assess all aspects of the business process, which is conducive to business process designing to the requirements of customer value. Banks' profit structure, transform its business management model, thus optimizing the allocation of banks' resources, development space for further expansion substantially improves operating efficiency. Bank of sustainable development is the ultimate competitive advantage. Banks is a commercial bank to achieve the maximum profit for the reform, with its emphasis on business processes rebuilding and organizational restructuring which can improve efficiency and reduce financial risks.This paper seeks the approval for the reconstruction of the historical background of the commercial banks, and to learn from the international experience, discussed the implementation of the Industrial and Commercial Bank of the need for business process reengineering. ICBC will explore the theoretical foundation for recycling ideas and principles. On theory, we selected the Industry and the existing core of Bank—business processes data center problem management process. Understand the problems that exist in the process, select the relevant process reengineering, looking for the reconstruction and implementation of management processes and the organizational structure. The Industrial and Commercial Bank data center can make changes in the environment and adapt to the changing needs of customers. It plays as the Industrial and Commercial Bank the operation and management of all infonnation systems and improve core competitiveness of the Industrial and Commercial Bank.
