Urban Municipal Infrastructure Investment During The Project Evaluation And Research, And Evaluation Mechanism

Town municipal facility plays a very important role in social economic activity. With the enlargement of our country's town municipal facility investment scale, the correctness of the town municipal facility project's investment decision and its benefit level will be paid close attention. It urgently needs carrying on post-evaluation for construction process of the town municipal facility which have been built, in order to improve the level of the town municipal facility's investment, designing, building and running management in the future.This paper studies the theory and method of construction process post-evaluation of town municipal facility investment project using the thought of the system analysis and the multiple objective decision technology, and constitutes a set of town municipal facility investment project post-evaluation mechanism on the basis of China's administrative system.Firstly, this paper summarizes construction procedures and the content in various stages of the process of town municipal facility investment project combining the project life cycle. Define the concept of town municipal facility investment project construction process post-evaluation, point out the specific evaluation content, which provides clear lines for construction process post-evaluation.Secondly, establish indicator system of construction process post-evaluation from the perspective of scientific and practical and gave measurement rule of every indicator. Summarize measurement method of different character and type indicators, which makes indicator system's establishment and measurement of town municipal facility investment project construction process post-evaluation scientificAgain, standardize the post-evaluation method of the town municipal facility investment project construction process, and propose improved AHP method to determine the index weight, which make it to determine the index weight is more prone to operate and the weight of index is more reasonable. Further put forward an evaluation method which combines quantitative evaluation using matter element analysis theory with qualitative evaluation using Logical Framework Approach, which provides a convenient and practical evaluation method for construction process actual project, realizes the organic combination of quantitative and qualitative.And then, study post-evaluation mechanism of town municipal facilities investment project, mostly discuss the organization and management institutions of post-evaluation, operating procedures and feedback mechanism, to make post-evaluation mechanism accord with China's administrative system.Finally, it achieved good results after its theory of-the town municipal facility investment project construction process post-evaluation and method is used to evaluate the comprehensive rebuilding of XG road. And on this basis, this thesis puts forward several suggestions which strengthen the post-evaluation and management of the town municipal facility investment project construction, which validated theory in this thesis useable.
