Capability Of Independent Innovation Evaluation Study

The purpose of this text is to explore and establish a scientific evaluation system which appraising the capacity of independent innovation, with adopting the scientific appraisal method. First, the notion, connotation, extension of the independent innovation had been identified. Then, according to the characteristics of the analysis data and the objective law for the activities of enterprise independent innovation in China, the author, using qualitative and quantitative analysis on the base of analyzing the factors of independent innovation capacity, set up the corporate independent innovation capacity indicators. Finally, the notion of industry coefficient was applied to evaluation model for the first time.In the facet of choosing evaluation methods of independent innovation, the author compared Conventional Liner-Weighing (CLW) to Fuzzy Comprehensive Evaluation (FCE) based on comprehensive index evaluation and compared Oscillating Value Method (OVM), between Gray Correlative Analysis (GCA) and Strength Index Reduplication (SIP) based on pecking order evaluation. Then, the conclusions were draw: CLW is suit for comprehensive index evaluation and GCA for pecking order evaluation in china.The independent innovation capacity of 15 enterprises was studied and the major factors for influencing the independent innovation capacity were explored, and suggestion was also made to the government department in the study, including making enterprise to be the principal part in the process of independent innovation, deepening the reform of technological system, ameliorating the social service system, improving the stuff of the participant of innovation projects, strengthening the protection and management on Intellectual Property and perfecting the statistics of enterprise technological innovation. This study is also helpful for all walks.
