Study On The Current Situation And Countermeasures To Independent Innovation Capacity Building

As a strategic emerging industry,the general aviation industry has strong industrial radiation and related industries driving.It plays a major role in three major fields,such as politics,economy and military.Therefore,all parts of the country have high enthusiasm for the development of general aviation industry.In 2016,the State Council issued the "guidance on promoting the development of general aviation industry",which opened a new chapter to the development of general aviation in China.In the development of general aviation,Wuhu City has not enough superiority in many aspects,including economy,supporting facilities,policies and talents.However,with the city has approved the first batch of 26 general aviation industry comprehensive demonstration area,the development of general aviation has become an important direction of Wuhu City industrial transformation and upgrading.Independent innovation ability construction is of great importance to the rapid promoting of regional industrial development level and form the competitive advantage.But the current development of China's general aviation industry is not very comprehensive,international competitiveness is not strong,independent innovation ability is low.The main reason lies in the lack of core competitiveness,security system,innovation system and the talents etc..This article discusses the policy measures to improve the current situation of the development of general aviation in China.Referring to the policies of industrial innovation and development at home and abroad,combined with the Wuhu general aviation industrial park innovation development present situation,problems and countermeasures,this paper used the independent innovation theory and the industry life cycle theory to analyze and suggest the Wuhu government to make the plan for the development of capability of independent innovation in general aviation industry from strengthening the training of talents,increasing policy support and integrating the innovation resources etc.
