| It has the important theory significance and practice value to construct the indicator system of enterprises'independent innovative capability and establish the independent innovative capability index, regarding enterprises grasping own superiority and inferiority in innovation process, defining the focus of independent innovation, formulating independent innovation strategy scientifically, and enhancing independent innovative capability unceasingly.This paper proposes the perfect pattern of enterprises'independent innovative process integrating entrepreneurs'function and the innovation support system in the foundation of"chain model", in which decision-making innovation, the input of innovation resources, the implementation of innovation, achievement of innovation and manage innovation constitute the internal activities of enterprises'innovation, financial support and cultural support (collectively referred to as innovation support) constitute the external activities of enterprises'independent innovation. Based on this, the paper constructs the evaluating indicator system of enterprises'independent innovative capability from six levels: the capability of decision-making innovation, the capability of input of innovation resources, the capability of implementation of innovation, the capability of management of innovation, the capability of achievement of innovation and the capability of innovation support, so as to reflect completely enterprises'independent innovative capability from the point of innovation process.In the process of the index establishment of enterprises'independent innovative capability, non-dimension and determining weight of indicators are referred. The paper advocates using extreme method for non-dimension of indicators. The difficulty of this method lies in determining the threshold values of indicators, not yet having similar findings in domestic research of enterprises'independent innovation. This paper deals with qualitative and quantitative indicators separately. The qualitative indicators in the survey are marked in interval(0-100), in which lower limit is set at 0 and higher limit is set at 100. The threshold of quantitative indicators is divided into two situations: the indicators existing the threshold in theory, whose thresholds are from theoretical threshold directly; the indicators of no threshold in theory, whose thresholds are determined on the basis of the values of advanced innovative enterprises (Haier,Huawei,etc.). The paper adopts the method of extreme value iteration based on subjective empowers for determining weight of indicators. All indicators are sorted by six academic experts and entrepreneurs on the importance of theirs, further to determine the weight of three-level indicators through the method of extreme value iteration and set the weight of two-level and one-level indicators through the method of G1. Enterprises'independent innovative capability index is established on the basis of category innovative index using Weighting Comprehen -sive Index method, both for the enterprises to judge the capability of independent innovation, but also for in-depth analysis of strong or weak of the category innovative capability.Through investigation and case analysis of two manufacturers it has been found:①All indicators of constructed indicators system in the paper can be obtained in the investigated enterprises, so the feasibility of indicators system has been verified;②Advantages and disadvantages of two investigated enterprises are judged through establishing their independent innovative capability index. The author defines the focus of future efforts for the lack of innovation, showing that the evaluation system of enterprises'independent innovative capability in this paper could achieve the aim of promoting reform. |
