Private enterprises are the important component in state economy.Economic globalization promotes competition on the human resourcesmarkets. The development of human resources is a problem badly in needto solution for private enterprises.This paper firstly studies the theories of human resourcesdevelopment, which includes contents of development and measures ofdevelopment. Secondly, this paper analyze the states of the humanresources of private enterprises in our country, which tell us that theunadequate human resources has already become the obstacle to thesuitable development of private enterprises in our country. Finally, thispaper design a questionnaire based on the analysis frame, and use thefactors analysis method to analyze the questionnaire those are taken back.This paper argue that there are such factors which get high score asinnovation sense, requite, short-term inspire, and other factors which getlow score such as welfare, development and train, long-term inspire in allfactors. These prove that private enterprises have strong innovationsenses, attention to inspire enterprise activeness by kinds of measures,and are good at attractive talents by requite, and the salary inspire isbetter in short-term inspire. But, the welfare, development and train, thelong-term inspire is not satisfied. The analysis shows that the creativity ofstaff is better, communication ability and satisfaction degree is bad, corevalue view and faithfulness degree is bad.Then, this paper argue that in order to the development of privateenterprises, they must build the human resources developmentmechanism, a good environment mechanism, build enterprises culturewhich is suitable to the traits of the enterprises.
