This paper infers mainly about the private enterprise's disadvantages existing in the management of human resources, and puts forward the view of implanting the concept of flexible management into human resource management. On the basis of the research of the private enterprises, we will construct a set of index patterns which are suitable for their development of private enterprise, and evaluating the index system. On the basis of reviewing and inheriting the previous innovation theory research, I put the organizational flexibility into the human resources flexible index system, and it is based on the China's private enterprise, from which I evaluate systematically the problem of the flexibility of the human resources.First of all, from the recent years'big development of private enterprises, we can see that China's development of private enterprise is very fast, but on one hand, they face the objective facts of the low level overall development of the cluster. On the other hand they hardly pay attention to the talents. At the same time, we can see there are many sharp contradictions and conflicts showed up in the labor-owner relationship. In private enterprises, the employees don't regard the work as a very important parting their life, for they do not think the work is their whole life. However, this is neglected by most managers. Now most employees like the job that can reflect their own personality and value, instead of the one that everything is arranged, constantly supervised work. What they pursued now is their personal development and self realization. Therefore, this paper argues that, under the current situation, constructing a set of suitable flexible mode for the development of the private enterprises and advocating "people-oriented" flexible management are of very importance to the private enterprises.
