The core of financial control in the aspect of investors is the control of capital and shares, while that in the side of managers is the goal Control with the core of budget and responsibility accounting, the operation control with the content of organization, capital and information, and the supervision control with the support of auditing and performance evaluation. This paper not only discusses the every side of setting a system for financial control realization, but also illustrates many detailed solutions of improvement targeted for the current situation of the company. These solutions and measures, with the feature of applicability and practicality, have already been agreed by the related administrators and has the reference significance for other holding group companies.
