Research On The Development Of The Hi-tech Zone In Our Country With The Industry Clusters

The international industries compete increasingly fiercely along with the economical globalization and the speeding-up integrated tendency. The research of international competitive power has been the cosmopolitan pop topic, when China enters WTO. In order to enhance its industry international competitive power, cultivating and developing high and new technology industry cluster is the first duty. Developing the industry cluster is an effective way to build up a region's even a country's competitive advantages, thus they are high theoretical and practical applying value to study the inner economic rule of the high and new technology industry(HTI), to explore the practical value of applying the theory of the industry cluster in China, and to seek our country's competitive advantage of HTI out of this new kind of organization among enterprises.The paper starts with analyzing the competitive advantages of hi-tech zones, and then comes to the source of these competitive advantages, and also their forming mechanisms. Secondly, it analyzes the actuality of our country's hi-tech zones, holding the view that a few hi-tech zones in our country have some rudiment characteristics of the foreign hi-tech zones, but they establish on the base of the favorable land and tax policies, so most of industries are just the simple stacking of enterprises, but not the genuine industry clusters. Based on the successful experiences of some hi-tech zones overseas and our country's actual situation, the paper appraises output efficiency of the hi-tech zones in our country with the factor analytic method. Then, based on some correlation data, the paper attempts to apply the theory "the modulation" to the development of the hi-tech zones, attempts to optimize the hi-tech zone's competition and cooperation between each enterprise, as well as reducing the endogenetic risk of the hi-tech zones. At last, the paper discusses the development strategic countermeasure of hi-tech zones to start with our country's the actual situation, the cluster's intrinsic mechanism, the government function and the enterprise's elevation.The paper manages to combine with theory research and demonstration analysis, qualitative and quantitative analysis method. It takes the industry cluster theory as the foundation, proving the paper's viewpoints and illuminating the questions by making use of the data contrast and some mathematical models. At last, the paper offers some strategic countermeasures to develop our country's hi-tech zones and provides fundamental operating thoughts for the hi-tech zones' construction.
