Kunming High-tech Zone To Develop Circular Economy Of Empirical Research

Kunming High-tech Industry Development zone is one of the 54 national High-tech zones ratified by the State Department in 1992, which is the only national High-tech zone and among the first circular economic pilots in Yun nan province. The leading industries of Kunming High-tech zone include new material, bio-pharmaceuticals, efficient agricultural technique, electronics, environment protection and optical, mechanical and electronic integration, which has a prosperous future. From the angle of circular economy, this paper discusses preliminarily the problems in the High-tech zone, constructs circular chain based on the copper industry, and designs the top 6 key engineering projects in the High-tech zone.This paper introduces the theory and practice of circular economy at home and abroad; analyzes the advantages and obstacles of circular economy in Kunming High-tech zone; makes an ecological design for industry system of industrial park by applying ecology theory; carries through the ration 3R analysis of the industries in exploiting region with different 3R as leading idea which are to carry out reducing(R1) firstly, to reuse(R2) and recycle(R3) by means of steps and conditions, the above embodying fully the idea of circular economy on the basis of reducing; summarizes the basic modle that the headquarter economy carries out circular economy and builds recycling system of small middle,big three levels accorings to studying field of circular economy. Kunming High-tech zone will be built as national ecological exemplary industrial plot by green planning, getting promotion to industrial structure, extending industrial chain, popularizing clean producing and constructing the system like the shape of ladder of water resource, and finally realizes water-saving, land-saving, energy-saving, energy-reducing, emission-reducing and the comprehensive utilization of resources.For the micro circle, takes Yunnan Copper Ltd. for example, it designs the headquarter economic mode and accorings to the problems that exist in developing circular economy of company, and formulates "12334" five major tasks which are "one aim, two segments, three circulations, three supports and four systems". It realizes increase in incomes by exerting the advantages of comprehensive resources of the headquarter economy and making full use of local various resources.The more important point of the paper is that, in the light of the practice of Kunming High-tech zone, provides typical example to popularize the circular economical model, plays an exemplary role and points out the direction about how to solve the contradictin between future development and envirnmental protection.
