The competition of enterprise relys on quality, innovation andvelocity. HIWS that treat HR as core capacity has received more and morerecognition. What' s more, the relationship between HIWS and performancehas became hotpot of inner and international academia(Arthur, 1992).Although the research of it had great development withthe effort of scholastics, there are still three correlative problemsdeserve further discuss. First, what' s mechanism does HIWS dependentupon to influence performance (Batt, 2002);Second, what' s effect ofinside and outside circumstance to it (Macduffie, 1995; Arthur, 1992;Batt, 2002);Third, Wheter HIWS that was brought forward by westernacademia applys to China (yichi Zhang, 2004).In order to study these three questions, this paper investigated 120enterprises from agents of IT in GuangZhou, and accomplished theinvestigation with almost 6 mothes from March 2006. There are 4 kinds ofquestionnaire: HIWS analysis, Enterprises' performance, Specific humancapital and Adjustive variable (index of inside and outside circumstance:dynamic circumstance and strategic matching).These questionaries adopted5 Richter standard for guaranteeing coherence of scale, and explored thedegree of HIWS,specific HR,enterprises' performance and circumstancechange.With the clustering and derivative methods, we made the research oforiginal data and had the following three viewpoints: first, theenterprise which empansizes craftsmanship, involvement of employee and correlative prompting system has more employees with specific humancapital and better performance;second, specific human capital act asmedi-variable between HIWS and enterprises' performance, further more,data analysis showed that these relationships have been affected bydynamic circumstance and strategic matching;third, there are positiverelationship between the degree of HIWS and enterprises' performance, butinfluence of HIWS in these enterprises has not been brought into play asanticipation.Because the present researches almost rely on the samples ofmanufacturing factory, we decided to initiate another research angle——service. At the same time, we abstracted the characteristics of"employee-customer-service" mode form it with the typical area andindustry we chose, and using put these characteristics into considerationin this paper. Further more, on the basis of Resource-based viewpoint andthe theory of specific human capital, we supposed that the specific humancapital act as medi-variable and it was proved to be ture. so we advisedthat in order to cater for further economic development,enterprise shouldconstruct HIWS in special circumstance but not only adopting some aspectof HR policy, and improve the performance with "specific humancapital".Simultaneously speaking, employee should involve in HIWSpositively and actualize the self-advance in knowledge, craftsmanship andmorality.
