Capacity: From Exclusion To Rural Social Security System Changes The Path Chosen

In China, although government pays attention to social security, the system of social security is still not integrated enough, especially rural social security. Contemporarily, the special background of two point economic structure, the special position of agriculture and the development goal of building up harmonious society, which makes the integrity of rural social security especially important to the system design of social security.Based on the theory of system transition and social security, it proves that the inner logic of system transition of rural social security is from system exclusion to system inclusion. It should be include those people who are out of social security and guarantee their legal rights.From the point of view of the theory of system transition, describe the course of rural social security of our country is from exclusion to inclusion. Based on the practice and experience of system innovation of rural social security of government of Ningbo City, the development goal of social security should include those populations who excluded from social security bake to the system, in order to guarantee the right of rural resident and show fairness of society. This thesis argues that the construct of rural social security from the following aspects: reform current domiciliary register system; include the population of losing land back to social security system; construct minimum living security system which has consolidated system and different standards and design multivariate medical security system.
