Lack Of Human Capital In The Construction Of A New Socialist Countryside And To Bridge

In the past few years China highly attach importance to the problem pf "The agriculture, the countryside and the farmer", continuously three years appear the central first document to the propose the policy and the means to solute "the three agriculture" problem. In 2006, "The Central Committee of the CCP, State Council about the Opinions of Advance the Socialism New Rural Reconstruction" proposes that, the construction must defer to the request of "the production is developed, the life is ample, the local custom is civilized, the village is clean and tidy, the management is democracy", advances the rural economy, the political, the culture and the society construction harmoniously.The practice and the theory proved that, the human capital is the important fountainhead of the economy growth. The human capital storage becomes the determinant factor of a national development level and the international competitionability. Speaking of the countryside, The farmer quality is the key of transforms the traditional agriculture and the construction of the socialism new countryside. Through the theory elaborated and the existing countryside human capital storage measurement, this article infers the existing fanner's quality not to be able to support the new rural reconstruction. And propose the policies of how to solve the problem by analysis the reason why farmers lack of human capital investment enthusiasm.The article divides into six parts, basically follows the thinking of "propose the question - analysis question - solve the question", uses method which combine empirical analysis with the standard analysis, qualitative analysis with the quantitative analysis and inductive method with deductive method, conducts the research of the question between countryside human capital and the new rural reconstruction. The first part of the article is question proposing. From the human capital theory, the Chinese countryside development reality and the contrast of domestic and foreign villages construction experiences it proposed we must strengthen the countryside human capital accumulate to constructs the socialism new countryside. The second chapter is the human capital theory summary part. The third chapter have been discussing theoretically the function of human capital in the new rural reconstruction by five aspects. Drawed a conclusion that, through enlarges investment of education, training, medical and the migration farmers' intelligence, the physical ability, the moral quality and the thought idea wound be enhanced, it wound affect the labor productivity and the production organization cost, promoted the countryside production development. The fourth chapter has estimated our countryside human capital storage. Drawed a conclusion that the existing countryside human capital cannot support the new rural construction by empirical analysis. The fifth chapter discussed the reason that the peasant didn't want to invest the human capital from the peasant household angle. The analysis frame is the cost and income comparison. The last chapter elaborates policy measures to close the countryside human capital, the goal is to train new peasants. In the situation that farmers lack of economic capacity and investment warm by compared the cost to income, the government should display the policy tendency function of public disbursement, guides and stabilize countryside human capital investment and the accumulation. Mainly manifests in policy guidance of the rural education, medical and the labor force mobile aspect.
