While our state entering the World Trade Organization (WTO) and the acceleration of the globalization of the worldwide economy, the competition among countries on economy and finance is becoming more and more intense. The competition for human resource, especially on high quality, cross-countries personnel, is getting sharper. As the economic core of every country and the whole world economy, modern financial industry has gradually broken the capital based framework and is transforming into a highly knowledge based one. Human resource exceeded capital resource and became the primary resource for the information, development and reconstruction of the financial industry. The strong and complicated competition in the financial industry sets higher and higher standard for the quality of personnel in the field. Therefore, the competition in the modern financial market is actually a competition for high quality personnel. A bank must maintain an advantage in the competition for human resource so as to be well prepared for the challenges it faces after entering the WTO. Although Bank of china of Inner Mongolia Branch is one of the four biggest state-owned business banks, it does not have a group of employees with high level of competence. With its present situation, the bank will hardly meet the challenge from the competition in the international financial industry.The case of this article is the Bank of china of Inner Mongolia Branch. In terms of human resources, based on the enterprise's staffs training theory , training construction theory and foreign banks' modern experiences on training, The article analyzed the bug on stuff training manage system, the structure of the stuff and so on, finds out some shortcomings and systematically brings forward some corresponding countermeasures. ALL these , It also can provide the basis for Bank of china of Inner Mongolia Branch and the other banks to develop training system. In the end, based on the point of this article, the author suggest that the training manage system of Bank of china of Inner Mongolia Branch should depend on the Internet.
