Since our country has entered WTO, there are more and more china-made products distributed to every corner of the world. But at the same time, the shortage of the skilled workers has seriously affected the development of our national manufactures. According to the statistical calculation, the average good mass rate of china-made products is less than 70%, and the cost of the bad products is about RMB 200 billion every year. At present, there are 70 million average workers compared with 140 million workers in our country which seems like we are not short of skilled workers, but there are only 5% skilled workers in our country compared to 60% primary vvorkers and 35% semi-skilled workers, which is far from the developed countries with 40% skilled workers. Nowadays, skilled workers become the dominant resource to improve the companies' competition and industry's development as they possess the core technique and drive the innovation of the technology. However, the skills shortage problem hinders our country's progress to be the center of the world's manufacture. Therefore, the research about the skills shortage has the academic and practical meanings to our country.So far, the study of the skills shortage centralizes the comparative research about the skilled workers' training model, the economics analysis of the skilled workers' salary and the human capital theory of the skilled workers, and many researches care about finding the exterior reasons of skills shortage.Based on the above background, this paper uses the capital human theory as a clew to discuss the concept and the nature of the skilled workers along with the shortage of the skilled workers. It takes the angle form the enterprises to separate the internal skills shortage form the external skills shortage. According to the internal skills shortage, it makes the cost-benefit analysis about the capital human investment firstly, and then uses the principal-agent theory and the game theory to get the best invest level with the mathematical model. As to the external skills shortage, it emphasizes on the relations between the government, professional training institutions and skills shortage, which helps to analyze the training progress about the skilled workers. At last, it comes up with several appropriate measures to train the skilled workers.Two parts of this paper can show it's academic value. The one is it uses the internal-external labor market theory to get two conceptions (internal skills shortage and external skills shortage), which help to find the deep reasons about the skills shortage; The other is that it makes the model by the principal-agent theory and the game theory to analyze the relations between the enterprises and the workers, and at last it designs the right cost-benefit way to train the workers.One of the practical values of this paper is that it comes up with several proper measures to solve the problem about the skills shortage; the second is it designs the training mechanism of the average workers to make a good environment to develop the skilled workers.
