Oil and gas enterprise is one of the high-risk industries of production safety, andenvironment protection is closely related to the focus of the enterprise. According to oil andgas enterprise accident statistics, more than80%of the accident because of someemployees HSE consciousness and ability is not strong, illegal operation and cause, thisproblem is mainly the root causes of HSE training does not reach the designated position,especially due to the lack of scientific and effective mechanism, basic HSE training can’tmeet the high-risk industry production and oil and gas enterprise’s actual need.Based on HSE training as the breakthrough point, through the use of HSE trainingmatrix tools to grassroots workover ZuoYeDui for pilot and carry out oil and gas enterprisebasic HSE training mechanism research, the transformation grassroots HSE training idea,perfect basic HSE training system, innovation base HSE training methods, organizationform and criteria of assessment, the establishment of a "demand guidance, the systemguarantee, the incentive and constraint, implement operation, resource guarantee,evaluation improvement" as the main elements of the grassroots HSE training system.Through the workover team management unit division, has been clear about the variousmanagement unit of the main content, in view of the management content decompositionout each post operation project, has been clear about the various posts should know shouldcontent and operation process of the safe hidden trouble that may exist. Through thetraining demand research, has been clear about the need training main project, in view ofthe training project survey, has been clear about the various project training time, trainingcycle, training methods, training teachers and training evaluation, etc, has formed by theHSE training matrix list form of training plan, and in workover ZuoYeDui conducted a pilotprogram, through the pilot unit in the three basic operation staff HSE evaluation, evaluationof847people, among them834people all qualified, accounting for98.47%of the totalnumber of employees to participate in evaluation, evaluation exist unqualified project staffall the special training. Through the refining capacity assessment, according to the capacityrequirements implementation of the HSE training, not only tests the basic operation staffHSE ability, do "lack of nutrition, what what", at the same time, it will solve the previoustraining scope wide, too much content and void, repetitive training and so on, and save a lotof training resources, obtained the most junior staff approval.
