Nowadays, following the development of economic globalization and information technology, E-Business has been welcomed by its low costs, high effectiveness and convenient. Especially, after the bubble burst of '.com', companies and customers more positively devote in this wave of Internet.More and more companies invest human, material and financial resources in order to build an integrated E-Business environment. But, when we see the huge profits, a lot of companies still do not benefit from this investment of E-Business. So a basic problem that Whether E-Business can actually impact on the performance and how much has been focused on.To build a performance measurement system is more important for E-Business management. This paper firstly construct a performance evaluation system using the approach of the Balanced Scorecard Card (BSC), make E-Business capabilities as a separate dimension, joints with other four capabilities (innovation and learning, internal processes, customer, financial) to measure the overall performance of E-Business. Then, the employment of Fuzzy Cognitive Map (FCM) in this paper is to answer the "what-if" questions in decision making according to how the key performance indicators affect the overall performance system.This paper includes six chapters. Chapter 1 describes the thesis research background, significance and research ideas. Chapter 2 and Chapter 3 introduce the theory of E-Business performance evaluation and the Balanced Scorecard Card. Chapter 4 uses the Balanced Scorecard Card to establish a universal application of E-Business performance evaluation System. Chapter 5 uses Fuzzy Cognitive Map to calculate. Chapter 6 presents the conclusions in this paper.
