Private capitals which are made up of non-public organizations primarily have been entering the domain of natural tourism spots' development and management in succession owing to the invite of government and high profits.This phenomenon has brought extensive attention and controversy socially. The controversial focus lies in the fact that whether state tourism spots should be transferred. The academic circles successively discussed whether the operation rights and ownerships could be separated, the reason of transfers, the problem and countermeasure in transferring process as well as how to make certain the transferring price etc. after attentions about the transfer of operation rights. Generally speaking, certain harvest has been obtained during the past research. However, there is a lack of furthering researches that are in depth in terms of how to regulate and restrict the enterprises, how to give attention to resources protection and social responsibility while guiding the enterprises that are in pursuit of maximizing the profits.The natural tourism spots have their own particularities and transfer of operation rights has already become the established fact in the profusion of different disputes. As a result the demand of regulating fellow-up behaviors comes into being. This paper takes bingyu as an example based on this fact. By the means of investigate on the spot, the phenomenon which is unreasonable occurred in the time of the follow-up development is generalized and analyzed systematically from the point of contradiction between protection and development. Then this paper points out the principles that should be followed and the aspects that should be pay attention to. Assumptions and suggestions are eventually proposed to regulate the fellow-up behaviors of enterprises.This paper consists of four sections.The first section is the introduction, which introduces the theoretical meaning of the study, research actuality at home and abroad, study method, data obtaining and then explains the definition of several key terms.The second section discusses the character of the related objects concerned with transfer. It points out the mechanism about how the governments play their role and widespread problems during the process of transfer. At the same time, the paper analyzes the motivation of transferee, introduces the mode of transfer briefly and comments on primary problems in the follow-up development.The third section is case study, which takes bingyu as an example and includes these aspects: generalization of tourism spot and enterprise, comments and analysis about the process of transfer and the fellow-up development, discussion of regulating the transferee, etc.The last section is the conclusion. Based on the analysis of relevant theories and investigate on the spot, this paper puts forward the assumptions that can regulate the transferee's behavior in the fellow-up development and it requires to transfer the government's status as the representative of the resource ownership. The superior government and the public needs to strengthen the extent of supervising local government. Establish advance encouragement system in order to form "soft stipulation", and thus avoid the destructive development and stir up the enterprise's enthusiasm of protecting environment. In the aspects of tourism spot operation, it brings forward the consideration that partitions the core area and intensifies the area management in order to establish the lowest protection level to the natural resources. For the sake of improving protection consciousness, the paper still puts forward to fetch in the commune-the notion of guaranteeing community benefits to achieve raising the residents' participating level. At the same time, use the method of development and management such as touring in the tourism spot while residing outside.
