At the same time, the paper analyzes the motivation of transferee, introduces the mode of transfer briefly and comments on primary problems in the follow-up development.The third section is case study, which takes bingyu as an example and includes these aspects: generalization of tourism spot and enterprise, comments and analysis about the process of transfer and the fellow-up development, discussion of regulating the transferee, etc.The last section is the conclusion. Based on the analysis of relevant theories and investigate on the spot, this paper puts forward the assumptions that can regulate the transferee's behavior in the fellow-up development and it requires to transfer the government's status as the representative of the resource ownership. The superior government and the public needs to strengthen the extent of supervising local government. Establish advance encouragement system in order to form "soft stipulation", and thus avoid the destructive development and stir up the enterprise's enthusiasm of protecting environment.
