Research On Developments After Scenic Spots Transfer Of Operation Rights

A scenic spot refers to a place or area with tourism and relevant activities acting as its main or one of the main functioning roles. In recent years, dispute over the transfer of scenic spot's operation rights has been very severe. The focus lies in the fact that if the operation rights are transferable, and if so then, who should be the transferor and transferee and in what way the operation rights should be transferred? The academic communities, therefore, conduct the research mainly on the issue that if scenic spot's operation rights can be transferred, on the theoretical basis concerned, on the necessity of transfer, and on the problems that may exist during the transfer, etc. In spite of this, there is still lack of sufficient demonstration on such issues as how to supervise the scenic spot after the transfer of its operation rights and how to promote its development, etc. The subject of the study is brought forth and decided as a response to the status.Taking the transfer of Yuanmou Earth Forest's operation rights as an example, this study aims at researching the important issues as how to bring into play the government's regulating and controlling actions after the transfer of a scenic spot, how to motivate the main operating and administrative body, and how to balance economic development of the scenic spot and local society, etc. It also brings forward some pertinent ideas and suggestions.This study mainly involves theories concerning tourism, economics, law, management and enterprise operation, etc. The research is conducted mainly through document analysis, demonstration, comprehensive research of multi-subject and induction.The study consists of general introduction of the transfer of Yuanmou Earth Forest's operation rights, the comparison of achievements in operation and management before and after the transfer of operation rights. It summarizes the experience and lessons from within, brings forward ideas and suggestions on the future development of Yuanmou Earth Forest, makes concentrated research on the several important development problems that exist after the transfer of scenic spot's operation rights, and also puts forward the ideas and suggestions on promoting the development of scenic spots. The relatively systematic and comprehensive research on the development of a scenic spot after the transfer of its operation rights is innovative to a certain extent.
