Resource-based cities are developed by resource exploitation. These cities have a lot of problem, for example, resource is depleting, the cost of exploit is upswing, the structure of industry is unity, the installation of cities is behindhand, environment pollution is serious, attraction of investment is shortage. The resource-based cities' capital is not enough of the solution of these problems. The urgent problem to resource-based cities is how to realize the perfect and innovation of investment system and the solution of capital shortage for the sustainable development of the cities while the resource is dried up gradually. The research object is the perfect and innovation of investment system in resource-based cities under market economy in China. In the dissertation, at first, the resource condition and the problem of resource-based cities are analyzed. Then, the concept of investment system in resource-based cities is analyzed. Subsequently the actuality and reform necessity of resource-based cities are analyzed. In order to realize the perfect of investment system, the relevant index system of investment attraction estimate is built. The estimate is practiced with the method of gray and multi-Hierarchy estimate and the method of fuzzy estimate. We can realize the investment attraction of resource-based cities is enhanced gradually but the perfect degree of the investment system in resource-based cities is very low. So the investment system in resource-based cities is perfected from the variety of investor, the source of capital and the method of investment. Then, the investment system in resource-based cities is innovated from the method of investment, the bank and financial organization.
