Linkage Mechanism Of Anti-dumping Of Agricultural Products And Their Mode Of Operation

Since China's access to the World Trade Organization (WTO), the export of agricultural products has been increasing significantly; at the same time, however, China's exports of agricultural products are facing severe export barriers, especially anti-dumping. This is not only on account of the essence of agriculture production and shortcomings of agri-product import and export industry in China, but also because of the unfair trade practice adopted by other countries when facing intense competition pressure from China. Based on the background above, this paper proposes the concept of anti-dumping co-ordination system for agricultural products, expecting to integrate systematically the resources of all parties involved and provide effective and feasible strategies for China's dealing with agri-product anti-dumping claims.On the basis of defining each agent's function, the main idea of this paper is to construct an anti-dumping co-ordination system for China's agricultural products exporting according to the anti-dumping claims and the reality of agri-product exporting which China are confronted with, analyze factors which are constraining the construction and functioning of the system with the methods of factor analysis and path analysis, and put forward policy recommendations to avoid unfair trade practices effectively. This paper consists of the following parts.In the first part, a literature review on the theory of anti-dumping is made, the key concepts in the research are defined, and the object and the theoretical framework for the research are built.In the second part, the WTO trade disputes on agricultural products are mainly studied, and the characteristics and cause of anti-dumping practices for agricultural products are analyzed. Then on the basis of the former study, comparative study on the anti-dumping practices which China suffers has been made.In the third part, the paper studies the actuality of the domestic agricultural anti-dumping co-ordination. Afterwards, combined with the preceding suggestion on anti-dumping co-ordination by domestic scholars, the author establishes a conceptual model of the anti-dumping co-ordination system for agricultural products, in which government, guild, corporation and farmers cooperative are incorporated as the main four agents.In the fourth part, on the basis of theoretical analysis, it proposes empirical research models and assumptions, and does statistical analysis and structural equation modeling with data obtained by questionnaire survey and with the tools of AMOS and SPSS. The conclusions are as follow: (1) Among the four main agents, government and guild have much greater influence on the composing of the fair trade remedy system for agricultural products, while corporation and farmers cooperative have smaller influence; (2) Guild's anti-dumping function is proved to be greatest of the impact on the composing of the anti-dumping system; (3) The construction of the system has largely promoted the operation of answering anti-dumpling claims and has a certain advantage to information exchange; however, the information exchange contributes little to the operation, and the operation plays no positive role in promoting the system construction; (4) Generally speaking, China's anti-dumping co-ordination system for agricultural products has not yet exhibited a virtuously cycling and mutually accelerated system.In the fifth part, based on the theory, the actual situation and the empirical analysis, the policy recommendations for agri-product anti-dumping practice are given as follows: (1) To improve the functions of the main agents and establish related mechanisms; (2) To publicize the knowledge of anti-dumping and promote the communication among the main agents; (3) To advance step by step the integration of the anti-dumping co-ordination system for agricultural products.
