Foreign Trade Development Strategy Of The Tongzhou District, Beijing

After China entered WTO and the Beijing government pays special emphases on the east of its urban development as well as Tongzhou district takes up the core region of Bohai Sea economic zone, which offers it resources superiority and geographical superiority etc., the foreign trade of Tongzhou district has been holding good development conditions. The expanding of foreign trade in scale and the high speed ratio in growing presents good development tendency. In 2006, the total amount of Tongzhou foreign trade achieves 1.162 billion US dollars; its dependence on foreign trade reaches to 56.84%, and the exportation contributes 46.89% part of the increase to local economy and fuels economic growth 5.87 percentage points.However, both overall structure level and the benefit of Tongzhou foreign trade are very low as well as high foreign capital dependence, high outside need dependence, lacks innate exportation brand and marketing network. Also, small enterprise scale, conservative management ways result in insufficient of competitive ability. The foreign trade of Tongzhou district passively gains low and static benefit based on traditional comparative advantages. Its development of foreign trade lacks the strategic guidance and is not sustainable. Therefore, it urgently needs programming in strategy.This article first has analyzed the foundation of Tongzhou district foreign trade developmental strategy based on general theory of international trade, including historic and realistic foundations, the diagnosis of foreign trade dependence and the contribution of exportation to the growth of local economy.Then appraises factors affected foreign trade developmental strategy of Tongzhou district using Baud SWOT factor analytic method system. The factors include internal superiorities and inferiorities, exterior opportunities and challenges. Finally proposes a foreign trade developmental strategy - should pay attention to the dynamic comparative advantage, implements dynamic comparative advantage developmental strategy, and points out related measures, also constructs support system.According to actual need, the accomplishing of this article can provide strategic guidance for the development of Tongzhou foreign trade and apply to practice. Theoretically, the article applies the"increment law" to weigh specific local foreign trade for the first time the foreign trade dependence and the contribution of foreign trade to the growth of local economy. Also it has an exploration in theory frame of studying foreign trade developmental strategy of concrete place in union use of both international trade theories and region economic theories.
