According to the regional development strategy of Beijing-Tianjin-Hebei Region and the State "11th Five-Year" plan, industrial structure adjustment and upgrades should be carried out in the next few years to promote the regional economic development. Under these circumstances, it is inevitable to transfer the traditional industries outwards. In light of Tianjin and Hebei's competitive advantage, it is reasonable for them to absolve the out-transferred industries from Beijing, which would not only boost the regional economic development, but also optimize the industrial structure of the Beijing-Tianjin-Hebei Region.The unreasonable industrial structure of Beijing-Tianjin-Hebei Region has hindered the region's economic development. Despite the awareness of the importance of this matter, there is still not enough research findings to elaborate the problems accompanying the industry transfer process scientifically, including the focal question as to which particular types of industry should be transferred. So it is important to systematically analyze the inner relationships between the industry transfer and the regional economic development.In this paper, the gradient quantitative analysis of the Beijing, Tianjin and Hebei's industries has been used to identify the industry gradient differences, thus to determine the which types of industries should be transferred out of Beijing. On this basis, the importance and the economic influence of industry transfer to the Beijing-Tianjin-Hebei Region have been analyzed here. As to how to carried out the industry transfer, several suggestions have been brought out based on the above the analysis and the interaction between the stake holders in it.Based on the above basic ideas, this paper is divided into six parts as the following:In the first part, the background, the significance of topic, domestic and foreign academic studies, research methodology, research structure and the major innovation are introduced.In the second part, the impacts of the industry transfer have been analyzed in three angles, e.g., the original moving-out sub-region, the take-over sub-region and the whole region.In the third part, the industry gradient coefficient has been used to analyze the , industry now status of the Beijing-Tianjin-Hebei Region, thus to determine which types of industries should be transferred out of Beijing according to the industry gradient coefficient difference.In the fourth part, the impacts of the industry transfer to the Beijing-Tianjin-H ebei Region's economic development have been analyzed and the importance of th e industry transfer is also explored here.In the fifth part, the variables of the industry transfer have been analyzed. Including the favorable and unfavorable factors.In the last part, three suggestions have been brought out: 1) Beijing should take the lead of industrial structure upgrades and promote the industry transfer. 2)Tianjin should create a better infrastructure environment to absolve the transferred-out industries. 3) Strengthen the Beijing-Tianjin-Hebei Region's cooperation and co-ordinate regional resources to facilitate the industry transfer..
