Research On The Policy Of Trans Regional Technology Transfer In Beijing,Tianjin And Hebei

Cross-regional technology transfer is an important carrier driving innovation and development and an important engine for promoting regional innovation and development.In the context of the coordinated development of Beijing-Tianjin-Hebei,Beijing-Tianjin-Hebei cross-regional technology transfer has incomplete policy systems and uncoordinated development of regional technology markets,and other practical problems,and regional technology transfer-related policies need to be improved.From the perspective of network governance theory,it is necessary to propose a network governance mechanism to improve the Beijing-Tianjin-Hebei cross-region technology transfer policy.Based on network governance theory and Ser-M paradigm,this paper systematically analyzes the status quo,problems,and causes of technology transfer across Beijing,Tianjin,and Hebei.The study found that Beijing-Tianjin-Hebei cross-region technology transfer has not yet formed a network system of cross-regional technology transfer policies.Existing policies have not been implemented smoothly and cross-region technology transfer policy integration has been difficult.The possible reasons include the multiple subjects of Beijing-Tianjin-Hebei technology transfer Incomplete cooperation mechanisms,incomplete multi-agent coordination mechanisms,and incomplete resource integration mechanisms.Based on this,this article proposes countermeasures to improve the Beijing-Tianjin-Hebei cross-region technology transfer policy:(1)optimize the top-level design of the Beijing-Tianjin-Hebei intergovernmental technology transfer policy and form a systematic document of the Beijing-Tianjin-Hebei cross-region technology transfer policy;(2)Improve the relevant policies of the Beijing-Tianjin-Hebei technology transfer network cooperation platform,specifically strengthen the cooperation of Beijing-Tianjin-Hebei technology service institutions,and improve the Beijing-Tianjin-Hebei government-industry-study cross-regional cooperation policy;(3)Strengthen the coordination of Beijing-Tianjin-Hebei technology transfer policies,focusing on It is to improve the industrial coordination of cross-region technology transfer policies,the policy coordination of cross-region technology transfer methods,and the coordination of cross-region technology transfer policy chains;(4)To improve the resource integration capabilities of Beijing-Tianjin-Hebei cross-region technology transfer policies,we must improve Beijing-Tianjin-Hebei talent integration capability,optimized Beijing-Tianjin-Hebei technology transfer capital integration capability and cross-region technology transaction integration capability.
