As the market economy continues to mature sound, especially China's entry into WTO in 2001, the retail commercial enterprises are facing increasingly fierce market competition, so it must transform the original rough management to the refinement management. In this course of the restructuring, business enterprises must strengthen management, and upgrade management level in response to fierce competition in the market.Compensation system is one of the most important components in modern human resources management system, and it can always decide the quality of the human resources and living space in today's knowledge-based economy era and the era of economic globalization. With the development of knowledge economy and the continuous development of economic globalization, more and more enterprises are trying to establish a scientific and effective compensation system. There are many problems in the state-owned commercial enterprises because of historical reasons .The prevailing pay system disjoint corporate strategy, job evaluation, the performance of the staff, and the labor market, so state-owned commercial enterprises led to the enthusiasm of the staff generally is not high.Based on the state-owned commercial enterprises as the research object, the thesis discusses the issues on its pay system and proposes that broad banding compensation will be raised in the application of state-owned commercial enterprises. It is a new salary system design methods, the paper discusses the concept of broad banding compensation, as well as relevant background of the rise of the theory, in particular on the design of broad banding compensation method has been elaborated. At the same time, the paper joined the Empirical Study of HB business group as a research topic, on the analysis of HB pay existing distribution system, it introduces broad-banding pay system design to HB Group to ensure that the compensation system of HB Group would be fair, reasonable and scientific.This paper is targeted at commercial enterprises in the compensation on the common problem, and it added to empirical research as a reference. It is meaningful both in theory and application and it can be use for reference for other companies in the industry in improving the design of their compensation systems.
