Presently, the crux of the competitive globalization economy lies in the competition of talented people, therefore, strategic resources which are important to survival and development of enterprises are talented people. How to motivate talents a creative and autonomous mind, and how to improve the distribution system of salary are crucial guarantees to the success of an organization. Thus, the distribution system of salary is key to the management of human resources. In order to motivate the activity of employee, an innovated management system of human resources should be established, at meanwhile, dynamic forces which can help enterprises to realize its strategy can be brought with the salary system ,and, in turn, a solid foundation can be built for the long-term and stable development.In enterprises, to work out an effective salary management system which fit to this country's national condition is a totally new and important program. In terms of this, incorporated into the practical situation of Guiyang tobacco company, the text will study the problems of establishing a broad-band salary management system from relevant theories and approaches of salary management, and scientifically work out a broad-band salary plan suit to Guiyang tobacco company, through which statement and analysis, a salary management system which is crucial to china's tobacco industry are expected to be concluded, and a theory system guiding the tobacco industry be suggested.
